With the results of new elections in Argentina, there is a need to rethink the model of international negotiations in Brazil, both in terms of bilateral trade negotiations, as the “framework” that underpins the strategic cooperation projects (the case of the Agreement Mercosur/European Union). The Macri´s election in Argentina offers an unprecedented opportunity in the last 12 years to review the principles and scope of the regional international insertion in the world economy. In addition to this regional electoral event, facts begin to point to the design of new trends in regional integration and international competition between countries and companies to reshape the spaces of strategic cooperation and alliances (TPPA: Transpacific-Partnership Agreement and Transatlantic Trade and Investment Partnership- TTIP). Such movements from East to West and vice versa shall, largely set up international trade patterns, as well as the north-south strategies and South-South Foreign Direct Investment.
We cannot keep thinking regional integration in South America outside these new dynamics of trade and investment, and less still on the margins of the different geopolitical alliances that will result from those projected global scenarios.
The article proposed seek reflecting on the limitations of the regional model of international insertion of MERCOSUR and its limits to provide appropriate and competitive responses to global dynamics. We attempt to transmit a Brazilian perspective to the understanding of such limitations and the risks they may present to the dynamics of the Brazilian economy. We understand that Mercosur model concentrates, in its essence a series of legal, institutional and political mechanisms that transform the bloc’s economies in local organizations with low capacity to benefit from the externalities and spillovers of global trade and investment flows. Moreover, this regional model overshadows the role of Brazil and limits its regional leadership.
